There was a time when humans connected phone calls by physically connecting circuits. AT&T was worried. By their calculations of the growth of the network, eventually every human being would be employed as a telephone operator. Instead, we figured out how to route phone calls with algorithms.

If you understand the scale and speed of today’s networks, you must realize that what you are asking for would require massive editorial intervention by humans. Sure, you could find the worst offenders, but it would be like trying to bail out a sinking ocean liner with a bucket brigade. The techniques that work for a rowboat don’t work for a giant ship.
